SRIA Draws New Line in Pensacola Beach Chair Rental Dispute

A dispute over who can rent and preset beach chairs on Casino Beach has led the Santa Rosa Island Authority to define operating boundaries between Tiffany’s and The Dock.
The Santa Rosa Island Authority has weighed in on a growing dispute over beach chair and umbrella rentals on Casino Beach.
The disagreement centered on Tiffany’s claim that it had exclusive rights to operate rental chairs and umbrellas across all of Casino Beach, while The Dock maintained that its customers could still rent beach equipment for use on the public beach.
After hearing arguments from both businesses, the SRIA declined Tiffany’s request to stop The Dock’s beach paraphernalia rental operation and instead established a clearer separation between the two businesses.
What was Tiffany’s asking for?
Tiffany’s argued that its lease and prior SRIA actions gave it the authorized beach rental area for all of Casino Beach.
The business asked the SRIA to reconsider its previous approval allowing The Dock to contract with Sandy Toes Beach Service to operate a beach chair and umbrella delivery service from The Dock’s leasehold property.
Tiffany’s attorney also notified the SRIA that litigation was being considered if the authority did not stop The Dock’s rental operation.
Tiffany’s owner Dustin Vaughn said the business reviewed lease history, board policies and previous approvals before investing in the property and believed the chair and umbrella rental area was part of what had been authorized.
What was The Dock’s position?
The Dock disputed Tiffany’s interpretation of the lease.
Its attorney argued that Tiffany’s preset rental area is limited to the portion of the beach designated by the SRIA and that The Dock has been renting beach equipment as part of its business for years.
The Dock also argued that its operation is different from a traditional preset chair service.
Rather than placing rows of chairs and umbrellas on the beach in advance, customers can rent equipment and request where it is delivered and set up.
What did the SRIA decide?
The SRIA ultimately rejected Tiffany’s request to completely stop The Dock from renting beach chairs and umbrellas.
Instead, the authority moved toward defining separate operating areas and preserving a distinction between preset rental operations and chairs rented directly to individual customers.
The ruling means Tiffany’s can continue operating its authorized preset chair rental area, while The Dock is not prohibited from renting chairs and umbrellas to customers for use on Casino Beach.
Why the ruling matters for beachgoers
The dispute highlights a larger issue that has become increasingly visible across popular Gulf Coast beaches: how much public beach space should be occupied by commercial rental chairs and umbrellas.
Public reaction to the dispute has included concerns about large preset chair areas taking up beach space, while others have focused on the rights granted to businesses through their leases and prior SRIA approvals.
For now, the SRIA decision allows both businesses to continue operating while drawing a clearer distinction between preset rentals and equipment rented directly to customers.
